1 <br />Resolution B includes the following stipulation: <br />1. If a phased implementation of the park is pursued, which would eliminate the northern <br />parking and access driveway, the applicant should be required to set aside an appropriate <br />amount of money to install a traffic signal at US 15-501 and Dogwood Acres Drive, at <br />such time as it meets signal warrants. <br />Comment: The findings of the Traffic bnpact Analysis do not support the installation of a traff c <br />signal at the US 15-501/Dogwood Acres Drive intersection, A full warrant analysis was <br />completed for the intersection of US 15-501 and Dogwood Acres Drive for the 2007 analysis <br />year with site traffic added. Turning movement growth included ambient growth, background <br />traffic growth, and site traffic impacts No warrants were met, primarily due to the light daily <br />approach volumes on eastbound Dogwood Acres Drive. Thus a traffic signal is not recommended <br />at this intersection in 2007 due to the impacts of the Southern Community Park site, <br />Community Desi~rr Commission Recommendation: On January 20, 2005, the Community <br />Design Commission voted 9 to 0 to recommend that the Council approve this application with <br />the adoption of Resolution A. Please see attached Summary of Community Design Commission <br />Action. <br />Bicycle and Pedestrian Advisory Board Recommendation: On January 25, 2005, the Bicycle and <br />Pedestrian Advisory Board voted 10 to 0 to recommend that the Council approve this application <br />with the adoption of Resolution A. Please see the attached Summary of Bicycle and Pedestrian <br />Advisory Board Action. <br />Greenway_s Commission Recommendation: On January 26, 2005, the Greenways Commission <br />voted 4 to 0 to approve the application with the adoption of Resolution C, Please see attached <br />Sunmrary of Parks and Recreation Action. <br />Resolution C includes the following stipulation: <br />1, That if deemed practical by the Town Manager, the final plans for the parking areas <br />should allow a possible conversion of the park's standard parking lots to "parking <br />groves". hr order to achieve greater shading of parking lots, the Town Manager may <br />approve a reduction in the number of parking spaces. <br />Conmrent: The Town as applicant is proposing a mininmm of 229 parking spaces, The proposal <br />is based on our experience with other comm~mity recreation facilities and associated parking <br />needs. We believe, based on past experience operating a public use facility and the anticipated <br />need for additional parking associated with a future community center/recreational facility, the <br />proposed number of parking spaces is reasonable. <br />This project must also comply with the parking lot shading requirements in accordance with <br />Section 5.9.6 of the Land Use Management Ordinance. Section 5..9..6 requires vegetation within <br />and adjacent to ground level parking areas which will, in the opinion of the Town Manager, be <br />sufficient to achieve shading of at least 35 percent of the parking area surface, <br />
