5• <br />PROCESS <br />The Land Use Management Ordinance requires the Town Manager to conduct an evaluation of <br />this Special Use Permit application, to present a report to the Plamring Board, and to present a <br />report and recommendation to the Town C,ounciL We have reviewed the application azrd <br />evaluated it against Town standards; we have presented a report to the Planning Board; and <br />tonight we submit our report and preliminary recommendation to the Council. <br />The standard for review and approval of a Special Use Permit application involves consideration <br />of four findings (description of the findings follows below), Evidence will be presented tonight. <br />If; after consideration of the evidence, Ylre Council decides that it eazr make each of the fom- <br />findings, the Land Use Management Ordinance directs that the Special Use Permit shall then be <br />approved, If the Cotmcil decides that the evidence does not support making one or more of the <br />findings, then the application camzot be approved and, accordingly, should be denied by the <br />Comrcil. <br />BACKGROUND <br />Irr 1986, and 1989, Chapel Hil] voters approved Parks bonds, portions of which were used to <br />purchase the Southern Community Park property. hr 1997, and 2001, Orange County voters <br />approved Par]<s bonds that inchtded fluids designated for the Southern Community Park. <br />hr July 2000, the Council appointed the Southern Community Parlc Conceptual Plan Committee.. <br />On March 25, 2002, the Town Council adopted the Repoz°t of the Southern Convnurzity Parr <br />Conceptual Plan Committee and directed the Town Manager to prepare an implementation plazr. <br />The Orange County Board of Commissioners adopted the paz-k Concept Plan on March 5, 2003. <br />Concept Plan reviews of this application were conducted by the Community Design Commission <br />on .June 16, 2004, and by the Town Cotmcil on .June 21, 2004,. <br />DESCRIPTION OR TAE APPLICATION <br />The applicant, the Town of Chapel Hill, is proposing to construct a conununity park with athletic <br />fields and courts, a dog park,'greenway trails, picnic and play areas. A recycling center is also <br />proposed. The proposal also includes preserving a portion of the site for a future community <br />center or recreation facility. Approximately 5,000 square feet of building area, 229 parking <br />spaces, and approximately 10.8 acres of impervious surface are proposed. <br />Specific proposed park improvements include: <br />Athletics Fields <br />• 1 in-line hockey court <br />• 2 basketball courts <br />• 3 lighted full size athletic fields with bleachers <br />• 1 youth baseball field with bleachers <br />
