as <br />Town construct aright-turn deceleration lane on US 15-501 at the northern proposed park <br />entrance. The design of the deceleration lane must be reviewed and approved by the Town <br />Manager and the North Carolina Department of Transportation prior to the issuance of a Zoning <br />Compliance Permit. <br />Dogwood Acr°es Drive: We recommend that the Town as applicant install separate right-turn and <br />left-turn lanes on Dogwood Acres Drive at the US 15-501 intersection. We recommend that the <br />Town also construct traffic calming measures along the park section of Dogwood Acres Drive. <br />The type, number, location, design and construction of traffic calming measures must be <br />reviewed and approved prior to the issuance of a Zoning Compliance Permit, <br />We recormmend that the Council to prohibit on-street parking along the park's frontage on <br />Dogwood Acres Drive. If a parking prohibition is approved by the Council, prior to the opening <br />of the park, we recommend that the installation of no-parking signs according to Town standards. <br />We recommend that prior to the issuance of a Zoning Compliance Permit the Council approve 25 <br />miles per hour speed limit along that portion of Dogwood Acres Drive within park limits. We <br />also recommend that the Town Manager review and approve a traffic calming plan for the <br />portion of Dogwood Acres Drive within park limits. <br />At this time Dogwood Acres Drive is maintained by the North Carolina Department of <br />Transportation. The applicant and NCDOT are curently discussing transferring maintenance of <br />that portion of Dogwood Acres Drive adjacent to the park site to the Town of Chapel Hill. If the <br />Town takes over maintenance of this portion of the street prior to submission of a Final Plan <br />application, the authorization to reduce the speed limit, install no panting signs and construct <br />other rroadway improvements shall be reviewed and approved by the Town. Otherwise it will be <br />necessary for the Town to obtain approval from NCDOT for the required improvements and <br />speed limit, prior to the issuance of a Zoning Compliance Pernxit. <br />Other buprovements: We recommend that the driver sight distance at all street intersections and <br />driveways meet or exceed the Town's standards for driver sight distance. Prior to the issuance of <br />a Zoning Compliance Permit, sight distance triangle must be approved by the Town Manager and <br />wlxere applicable NCDOT. <br />Prior to the issuance of a Zoning Compliance Permit, the Town Manager shall approve a street <br />sign, on-street parking, and pavement marking plan. The signs and pavement markings shall be <br />installed prior to tlxe issuance of a Certificate of Occupancy. <br />LandscaninQ and Architectural Issues <br />Buffers and Laudscapirtg: The table below outlines the minimum landscape buffer requirements <br />for the site and the buffers proposed by the Town as applicant, <br />
