2 <br />that will be shared with the Orange County/Town of Chapel Hill Project Planning Committee <br />(PPC) in the near future. The PPC consists of two Town Council members and two County <br />Commissioners. <br />Reviews of this application were conducted by the Town's Community Design Commission <br />on June 16, 2004, and by the Town Council on June 21, 2004. In .January and Febnaary <br />2005, the Special Use Permit application was reviewed by the Town's Community Design <br />Commission, Planning Board, Transportation Board, Community Design Commission, <br />Bicycle and Pedestrian Advisory Board, and Greenways Commission. <br />A Public Hearing was held on February 21, 2005. The Council asked for additional <br />information concerning the size and location of the recycling center, height of fences, amount <br />of parking spaces in the Park & Ride lot available for the park, possibility of additional <br />shading for parking areas, number and location of trail crossing areas on Dogwood Acres <br />Drive, the possibility of adding pedestrian activated crossing lights, and location of the <br />basketball courts. The Town staff will prepare additional information based on these <br />questions for the April 5, 2005 Council meeting. <br />The park as planned will feature athletic fields and courts, a dog park, greenway trails, picnic <br />and play areas. A recycling center far Orange County is also proposed. The proposal also <br />includes preserving a portion of the site for a future community center or recreation facility. <br />Approximately 5,000 square feet of building area, 229 parking spaces, and approximately <br />10.8 acres of impervious surface are proposed.. <br />At this time, the Town is soliciting comment on the proposal from the Bcard prior to Town <br />Council action on April 5. Further discussions are planned to occur at the PPC level. <br />FINANCIAL IMPACT: The projected cast of the project has been estimated at $3.8 million. <br />A total of $3.0 million in County bond funds has been earmarked far this project, with <br />$245,000 spent to date for design and construction drawings. Town staff is currently <br />considering a phasing plan to address the projected shortfall of needed funds. <br />RECOMMENDATION(S): The Manager recommends that the Board consider the attached <br />application materials and provide comments as desired to be conveyed to the Town. <br />
