The <br />funding for acquisition of the land came via two Town bond referenda in 1986 and 1989. <br />Planning for the park has continued by the Town staff and design consultant during 2004, <br />working in conjunction with the joint Chapel Hill-Orange County Project Planning Committee <br />(PPC), Constructioh drawings have been prepared and a Special Use Permit application <br />was developed and submitted in the summer of 2004, <br />The Town Council has conducted a public hearing on the SUP and is poised to consider <br />action on the application on April 5, The Town has submitted the application to the Board of <br />County Commissioners for review and comment prior to that action, <br />The major issue that has been identified in recent months is that of phasing, Because of <br />budgetary constraints, the construction of proposed park improvements is proposed to be <br />phased over a period of time, Town staff members are working on a proposed phasing plan <br />
