In past years, Orange County has definitely <br />benefited and appreciated assistance with various legislative pursuits. Several areas of recent note include: <br />1) Approval of the final demarcation for the Orange County/Chatham County boundary; <br />2) Approval of Transition Flexibility for Implementing Mental Health System Reform; <br />3) Approval during 2003 of Senate Bi112.32 -Bikeway Funding; <br />4) Efforts to implement a more significant cigarette tax to reduce tobacco use, to reduce premature <br />smoking-related deaths, to provide dedicated funding for farmland preservation, to address budget <br />deficits, and to limit or reverse funding cuts to important programs affecting the health and wellness <br />of North Carolina residents; <br />5) Proposals to implement alcohol tax increases with provisions that would direct a portion of the <br />proceeds to substance abuse treatment; <br />6) Efforts to establish an electronics recycling program; <br />7) Efforts to increase opportunities, incentives, and benefits for the preservation of farmland and open <br />space; <br />8) Pursuit of a Local Option Tax Menu; <br />9) Efforts to provide for City/County Anti-Discrimination Ordinances. <br />The Orange County Board of Commissioners appreciates the efforts and energy expended in support of these <br />and other initiatives, and trusts that the 2005 legislative session will afford opportunities to further that support. <br />We are forwarding to you the attached documents detailing the Board of Commissioners' legislative priorities <br />for the 2005 General Assembly session.
