12 <br />ability of counties or other public safety answering <br />points (PSAPs) to use these funds for acquisition or <br />lease of any and all computer hardware and software or <br />communication equipment, and any related training, that <br />is associated with receiving, processing or dispatching <br />emergency calls (whether received from landline or <br />wireless sources) for law enforcement, fire, medical, <br />rescue or other public safety services. Broadening the <br />uses of subscriber fees would lead to more effective <br />Emergency 911 Services for citizens; <br />41)** Support the North Carolina Association of County <br />Commissioners' goals for 1) Medicaid Relief by seeking <br />legislation to implement a six-year phase out of county <br />participation in the costs of Medicaid; and, for the <br />first year, cap county costs at the fiscal year 2004-05 <br />level and provide relief by targeting supplemental <br />financial assistance to any county in which more than X <br />percent of the population is eligible for Medicaid; and <br />2) Revenue Options by seeking legislation to allow all <br />counties to enact any or all of several revenue options <br />from among those that have already been authorized for <br />any other county; <br />12 <br />
