9 <br />displace school system funding as noted in the attached <br />letter and joint resolution signed by Orange County and <br />other area counties and school systems (Exhibit B); <br />28)** Support legislation which allows counties to provide <br />per pupil funding to school systems based on student <br />membership numbers as of a specific day-of-school in the <br />same manner as the State's per pupil funding to school <br />systems; <br />29)** As security and safety of students, teachers, and <br />staff are principal components of successful educational <br />efforts, support State funding for school resource <br />officers (SROs) on the basis of one position allotment <br />for each middle school and high school building for all <br />school systems across the State; <br />30)** Support a public referendum on the question of a <br />lottery to provide funding for education (House Bill <br />223); <br />31)** Support the use of optical scanning voting machines <br />for all elections and provide State funding to cover the <br />capital and installation costs for this equipment for <br />9 <br />
