6 <br /> <br />bring back an abstract item in the fall that will take a more comprehensive look at impervious 1 <br />surface standards and percentages, as applied to small lots in Orange County. 2 <br />Commissioner Jacobs asked Michael Harvey, Current Planning, if the Board is to 3 <br />assume that the statement about the ability to transfer impervious surface from one adjacent 4 <br />parcel to another is the sum total of the regulation, or if there will be more detail in the future. 5 <br />Michael Harvey said staff is in the process of writing the ordinance, and it is staff’s 6 <br />position that this ordinance seeks to do two things: 1.) Clarify processes for subdivisions that 7 <br />were platted and developed prior to the County adopting countywide watershed management 8 <br />strategies and policies; and 2.) There is an existing allowance that permits the transfer of 9 <br />impervious surface from parcels that are adjacent to one another, which staff believes to be 10 <br />unnecessarily limiting, and transfer should be allowed between parcels in the same watershed. 11 <br />He said staff will be proposing caps on how much impervious surface can be transferred, 12 <br />because staff does not want to make property undevelopable, because it has transferred too 13 <br />much impervious surface to another parcel; and to avoid a parcel having more impervious 14 <br />surface than it can handle from a storm water management standpoint. 15 <br /> 16 <br />A motion was made by Commissioner McKee, seconded by Commissioner Jacobs to 17 <br />approve the process components and schedule for proposed amendments to the Orange 18 <br />County Unified Development Ordinance (UDO). 19 <br /> 20 <br />VOTE: UNANIMOUS 21 <br /> 22 <br />8-e: Schools Adequate Public Facilities Ordinance – Approval and Certification of 2018 23 <br />Report 24 <br />The Board considered approving and certifying the 2018 Schools Adequate Public 25 <br />Facilities Ordinance Technical Advisory Committee (SAPFOTAC) Report and certifying portions 26 <br />of the Report. 27 <br /> 28 <br />Commissioner Rich said it looks like no one pulled this item, and she mistakenly pulled it 29 <br />out. 30 <br /> 31 <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Burroughs to 32 <br />approve and certify the 2018 Schools Adequate Public Facilities Ordinance Technical Advisory 33 <br />Committee (SAPFOTAC) Report and certify portions of the Report. 34 <br /> 35 <br />VOTE: UNANIMOUS 36 <br /> 37 <br />a.
