5 <br /> <br /> 1 <br />A motion was made by Commissioner Jacobs, seconded by Commissioner McKee to 2 <br />approve the remaining items on the Consent Agenda. 3 <br /> 4 <br />VOTE: UNANIMOUS 5 <br /> 6 <br />• Discussion and Approval of the Items Removed from the Consent Agenda 7 <br /> 8 <br />8-b: Fiscal Year 2017-18 Budget Amendment #9 9 <br />The Board considered approving budget, capital, and grant project ordinance 10 <br />amendments for fiscal year 2017-18. 11 <br /> 12 <br />Commissioner Price congratulated the Piedmont Food and Agricultural Processing 13 <br />(PFAP) Center for getting the Golden Leaf grant, and said it is important to let people know 14 <br />what is going on with PFAP. 15 <br />Commissioner Jacobs said PFAP is fully subscribed, and essentially built out. He said it 16 <br />is doing very well, and showing a small profit. 17 <br /> 18 <br />A motion was made by Commissioner Price, seconded by Commissioner Jacobs to 19 <br />approve the budget, capital, and grant project ordinance amendments for fiscal year 2017-18. 20 <br /> 21 <br />VOTE: UNANIMOUS 22 <br /> 23 <br />8-c: Family Success Alliance – Agreements for Navigator Program 24 <br />The Board considered approving two agreements totaling $452,325 (OCIM - $213,601 25 <br />and Empowerment, Inc. - $238,724) to implement the Family Success Alliance Zone Navigator 26 <br />Program in zones 4 and 6, respectively, and authorize the Manager to sign. 27 <br /> 28 <br />Commissioner Price asked for clarification on the number of people that are going to be 29 <br />employed in this program. 30 <br />Quintana Stewart, Health Director, said no new staff will be added, but rather increasing 31 <br />hours for current staff to get them closer to full time. 32 <br /> 33 <br />A motion was made by Commissioner Price, seconded by Commissioner Burroughs to 34 <br />approve two agreements totaling $452,325 (OCIM - $213,601 and Empowerment, Inc. - 35 <br />$238,724) to implement the Family Success Alliance Zone Navigator Program in zones 4 and 6, 36 <br />respectively, and authorize the Manager to sign. 37 <br /> 38 <br />VOTE: UNANIMOUS 39 <br /> 40 <br />8-d: Comprehensive Plan and Unified Development Ordinance (UDO) Amendment 41 <br />Outline and Schedule –UDO Text Amendments Clarifying Impervious Surface 42 <br />Regulations 43 <br />The Board considered approving process components and schedule for proposed 44 <br />amendments to the Orange County Unified Development Ordinance (UDO). 45 <br /> 46 <br />Commissioner McKee said this item is an update on impervious surface regulations for 47 <br />subdivisions platted before 1994, and it is a clarification on the transfer between parcels for 48 <br />impervious surface.
