15 <br />FFY 2015 -2019 Five Year Consolidated Plan Orange County HOME Consortium, NC <br />The FFY 2015 -•2019 Five Year Consolidated Plan and FFY 2015 Annual Action Plan were placed on <br />public display from March 27, 2015 through May 5, 2015 and a Second Public Hearing was <br />scheduled for Tuesday, May 5, 2015. Comments that were received at the Second Public Hearing <br />are included in the Attachments Section at the end of this Five Year Consolidated Plan <br />The Town of Carrboro scheduled its Public Hearing on the Five Year Consolidated Plan on April 28, <br />2015; the Town of Chapel Hill scheduled its Public Hearing on April 27, 2015; and the Town of <br />Hillsborough scheduled its Public Hearing on April 27, 2015 <br />6.. Summary of comments or views not accepted and the reasons for not accepting there <br />All comments and suggestions that were received to date, have been accepted and incorporated <br />into the draft planning documents. <br />7„ Summary <br />The main goals of the Five Year Consolidated Plan are to improve the living conditions of all <br />residents in Orange County, create a suitable and sustainable living environment, and to address <br />the housing and community development needs of the residents. <br />The Five Year Consolidated Planning process requires the County to state in a single document its <br />strategy to pursue goals for all housing, community development, and planning programs. The <br />Orange County HOME Consortium and Town of Chapel Hill will use the Consolidated Plan's goals <br />and objectives to allocate the next five (5) years of CDBG and HOME funds and to provide direction <br />to other partners addressing the housing and community development needs of the low- and <br />moderate - income population of Orange County and the Town of Chapel Hill. HUD will evaluate <br />the Orange County HOME Consortium's and Town's performance under the Five Year <br />Consolidated Plan against these goals. <br />HUD is permitting the Orange County HOME Consortium and Chapel Hill to submit one regional <br />Consolidated Plan, however, the Town of Chapel Hill is submitting a separate Annual Action Plan <br />linked to the Five Year Consolidated Plan for its CDBG Program as required by HUD, unlike in <br />previous years where the Annual Action Plan was a joint submission <br />OMB Control No: 2506 -0117 (exp 07/31/2015) 12 <br />
