determined that it requires additional staff support beyond that which can be provided by the Orange County Personnel Director. To provide the needed additional support, the Personnel Director has identified Dr. Stephen K. Straus and his firm of Developmental Management Associates.. Dr. Straus has extensive experience in the field of public management, including that in employee selection processes, Among other things, he has extensive consulting experience, teaches in the public administration program at NC State University and has taught in the past at the Institute of Government. In support to the candidate assessment and selection process and under the direction of the Orange County Personnel Director, the services of Developmental Management Associates will include: • Conducting stakeholder focus groups • From the focus group feedback, identifying key knowledge and skills to be assessed, designing the assessment process, identifying assessors and conducting the assessment process, including videotaping. • Completing reference checks, criminal history checks and credential verifications. • Reporting to the Search Committee and the LME and Area Boards on the process. Attached is a draft Memorandum of Agreement to provide for these consulting services. FINANCIAL IMPACT: As provided in the agreement, the cost of the consulting services is an amount up to but not to exceed a total of $9,000. Orange County's share would be one third of the cost in an amount up to but not to exceed $3,000. Person County's and Chatham County's share each would be one third of the cost in an amount not to exceed $3,000 each and this would be reimbursed to Orange County. For Orange County's share, it is recommended that the amount up to $3, 000 be provided from the Commissioners' Contingency Fund. With the Board's approval of the Manager's recommendation, Budget staff will include the action in a budget amendment on March 15, 2005 to budget for the receipt of $6,000 from Chatham and Person Counties and the appropriation of $3,000 from Commissioners' Contingency.. RECOMMENDATION(S): The Manager recommends that the Board: • Approve the engagement of Developmental Management Associates to provide consulting services in support of the OPC Director search process in an amount up to but not to exceed $9,000, with Orange County being reimbursed by up to $3,000 each from Person and Chatham Counties. • Authorize the Board Chair to sign the memorandum of agreement, subject to the review of staff and the County Attorney, and • Approve an amount up to $3,000 from the Commissioners' Contingency Fund for this purpose.
