determined that it requires additional staff support beyond that which can be provided by the <br />Orange County Personnel Director. To provide the needed additional support, the Personnel <br />Director has identified Dr. Stephen K. Straus and his firm of Developmental Management <br />Associates.. <br />Dr. Straus has extensive experience in the field of public management, including that in <br />employee selection processes, Among other things, he has extensive consulting experience, <br />teaches in the public administration program at NC State University and has taught in the past <br />at the Institute of Government. <br />In support to the candidate assessment and selection process and under the direction of the <br />Orange County Personnel Director, the services of Developmental Management Associates will <br />include: <br />• Conducting stakeholder focus groups <br />• From the focus group feedback, identifying key knowledge and skills to be assessed, <br />designing the assessment process, identifying assessors and conducting the assessment <br />process, including videotaping. <br />• Completing reference checks, criminal history checks and credential verifications. <br />• Reporting to the Search Committee and the LME and Area Boards on the process. <br />Attached is a draft Memorandum of Agreement to provide for these consulting services. <br />FINANCIAL IMPACT: As provided in the agreement, the cost of the consulting services is an <br />amount up to but not to exceed a total of $9,000. Orange County's share would be one third of <br />the cost in an amount up to but not to exceed $3,000. Person County's and Chatham County's <br />share each would be one third of the cost in an amount not to exceed $3,000 each and this <br />would be reimbursed to Orange County. For Orange County's share, it is recommended that <br />the amount up to $3, 000 be provided from the Commissioners' Contingency Fund. With the <br />Board's approval of the Manager's recommendation, Budget staff will include the action in a <br />budget amendment on March 15, 2005 to budget for the receipt of $6,000 from Chatham and <br />Person Counties and the appropriation of $3,000 from Commissioners' Contingency.. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />• Approve the engagement of Developmental Management Associates to provide consulting <br />services in support of the OPC Director search process in an amount up to but not to exceed <br />$9,000, with Orange County being reimbursed by up to $3,000 each from Person and <br />Chatham Counties. <br />• Authorize the Board Chair to sign the memorandum of agreement, subject to the review of <br />staff and the County Attorney, and <br />• Approve an amount up to $3,000 from the Commissioners' Contingency Fund for this <br />purpose. <br />
