<br /> <br /> <br />STATEMENT OF CONSISTENCY <br />OF A PROPOSED UNIFIED DEVELOPMENT ORDINANCE TEXT AMENDMENT <br />WITH THE ADOPTED ORANGE COUNTY 2030 COMPREHENSIVE PLAN <br /> <br /> Orange County has initiated an amendment to the Unified Development Ordinance <br />(UDO) increasing the maximum allowable acreage for, and including additional permitted land <br />uses within, the Home Park Conditional Zoning District (HP-CZD). <br /> <br />The BOCC finds: <br />a. The requirements of Section 2.8 of the UDO have been deemed complete; and, <br />b. Pursuant to Sections 1.1.5, and 1.1.7 of the UDO and to Section 153A-341 of the <br />North Carolina General Statutes, the Board finds sufficient documentation within <br />the record denoting that the amendment is consistent with the adopted 2030 <br />Comprehensive Plan. <br />1. The amendment is consistent with applicable plans because it supports the <br />following 2030 Comprehensive Plan goals and objectives: <br />• Objective Housing – 4.1: Continue to permit HUD code-compliant <br />manufactured housing as a form of affordable housing in the <br />County. <br />These amendments are consistent with this goal and <br />objective by increasing the maximum allowable acreage of <br />property that can be rezoned to HP-CZD thereby increasing <br />the number of individual manufactured housing units that <br />can be located within the district. <br />• Objective Land Use – 4.1: Support the use of individual <br />manufactured housing units as a useful housing resource in the <br />County by increasing the opportunities where these units can <br />locate by-right. <br />These amendments are consistent with this objective by <br />increasing the maximum allowable acreage of property that <br />can be rezoned to HP-CZD thereby increasing the number of <br />individual manufactured housing units that can be located <br />within the district. The amendment also expands permitted <br />uses within the district allowing for more opportunities for co- <br />location of home parks on County owned property where <br />there are existing facilities (i.e. offices, parks, etc.). <br />c. The amendment is reasonable and in the public interest because it: <br />1. Increases opportunities to develop affordable housing. <br />The amendment increases the land area that can be rezoned to <br />HP-CZD thereby allowing for the location of additional <br />manufactured housing units. <br />2. Allows for additional governmental land uses within the HP-CZD. <br />The proposed regulations allow for increased opportunities for the <br />County to partner with developers to locate HP-CZD on County <br />Attachment 3 <br />10
