Harvey, Planner III, (919) 245-2597 <br />Craig Benedict, Director, (919) 245-2575 <br /> <br />PURPOSE: To hold a public hearing on a Planning Director initiated Unified Development <br />Ordinance (UDO) text amendment modifying acreage requirements, specifically increasing the <br />maximum allowable size of the district from 50 to 100 acres, and including new permitted land <br />uses (i.e. public parks and government land uses) within the Home Park Conditional Zoning <br />District (HP-CZD). <br /> <br />BACKGROUND: The County has begun investigating opportunities and constraints associated <br />with the development of affordable housing. This includes potentially allowing for development <br />of affordable housing units on County owned property in addition to existing, or proposed, <br />government facilities (i.e. offices, parks, etc.). <br /> <br />One opportunity being reviewed is the development of Manufactured Homes (i.e. Mobile <br />Homes) through the Home Park Conditional Zoning District (HP-CZD) rezoning process. <br />Current regulations limit HP-CZD to a maximum allowable area of 50 acres. Staff is <br />recommending increasing the maximum allowable land area for said district be increased to 100 <br />acres. <br /> <br />Further, staff has determined that parks and government facilities are not listed as permitted <br />uses of property within the HP-CZD. If the properties under consideration were rezoned, other <br />uses such as a public park could not be developed. The proposed amendment will address this <br />issue by allowing for the development of parks and government facilities within the District. <br /> <br />For more information please refer to Attachment 1. <br />1
