Harvey, Planner III, (919) 245-2597 <br />Craig Benedict, Director, (919) 245-2575 <br /> <br />PURPOSE: To hold a public hearing on a Planning Director initiated Unified Development <br />Ordinance (UDO) text amendment updating existing requirements for holding Neighborhood <br />Information Meetings (NIM) to be held a minimum of 14 days before said meeting. <br /> <br />BACKGROUND: NIMs are required for several types of projects (i.e. special use permits, <br />conditional use districts/conditional zoning applications, minor subdivisions proposing more than <br />5 lots through flexible development, major subdivision concept plan, government land uses, etc.) <br />and are typically required to occur before formal review commences (i.e. staff, Planning Board, <br />or BOCC). A synopsis of the current requirements is as follows: <br />1. Section 2.7.5 Special Use Permits (Class A or B not including telecommunication <br />facilities): NIM held a minimum of 45 days prior to public hearing. <br />STAFF COMMENT: Class A permit requests are reviewed by the BOCC <br />during a previously advertised public hearing, with review/recommendation <br />made by the Planning Board. The Planning Board typically reviews the <br />item anywhere from 30 to 40 days prior to the anticipated public hearing. <br />Class B permit requests are reviewed by the Board of Adjustment during a <br />previously advertised public hearing with no recommendation/review <br />required by the Planning Board. <br />2.
