<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 5, 2018 <br /> Action Agenda <br /> Item No. 8-f <br /> <br />SUBJECT: Adoption of Triangle J Council of Government’s (TJCOG) Revised Charter <br />Resolution <br /> <br />DEPARTMENT: Board of Commissioners <br /> <br /> <br />ATTACHMENT(S): <br />TJCOG Letter from Ronnie Currin <br />Charter Resolution Redlined <br />Charter Resolution Amended <br /> <br /> <br /> <br />INFORMATION CONTACT: <br /> Commissioner Earl McKee <br />Donna Baker, 919-245-2130 <br /> <br /> <br /> <br /> <br /> <br /> <br />PURPOSE: To review and adopt TJCOG’s Revised Charter Resolution. <br /> <br />BACKGROUND: Triangle J Council of Governments leadership and legal counsel recently <br />reviewed the organization's Charter Resolution and recommended updates to reflect current <br />practice and the revised boundaries for the region. The document was last updated in 1996. <br /> <br />The Charter Resolution is the organization's governing document and must be endorsed by <br />each member government. The Orange County Board of Commissioners originally approved <br />the Charter Resolution when the County joined Triangle J Council of Governments as a <br />member. <br /> <br />On March 28, 2018 the Triangle J Board of Delegates reviewed and endorsed the attached <br />proposed updates to the charter. The Board of Commissioners is asked to review and adopt the <br />updated Charter Resolution. This adoption process is critical as it ensures that each member <br />government recognizes Triangle J's role in the success of the region. <br /> <br />FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this item: <br />• GOAL: ENABLE FULL CIVIC PARTICIPATION <br />Ensure that Orange County residents are able to engage government through voting and <br />volunteering by eliminating disparities in participation and barriers to participation. <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board review and adopt the <br />TJCOG’s revised Charter Resolution. <br />1
