Since the closing of the Hillsborough Commons dropoff site, staff have explored a number of <br />possibilities for locating a temporary recycling site in the Hillsborough area until the permanent <br />Hampton Pointe site becomes available, Staff have thus far been unable to identify an <br />appropriate temporary site but will continue to examine other opportunities as they may be <br />identified, <br />FINANCIAL IMPACT: Staff estimate that the cost of constructing the site, which is the <br />County's responsibility, will be approximately $100,000 to $110,000. Funds far that <br />construction were appropriated in the 2004-05 Solid Waste/Landfill Operations enterprise fund <br />btadget. The County already owns the containers and other equipment that will be necessary to <br />service the site, The exact cost of construction will be determined based on bids that will be <br />solicited and received later this calendar year, depending on the timeline of the Home Depot <br />store construction. It is anticipated that recycling center construction will not begin until the <br />2005-06 fiscal year due to the need far some of the basic site infrastructure to be developed by <br />Home Depot such as grading, site drainage features, and roadways, Timing of the construction <br />and opening of the recycling site will be tied to the timeline for construction and opening of the <br />new Home Depot store, which is unknown at this time, but could perhaps take place by late <br />2005. <br />RECOMMENDATION(S): The Manager recommends that the Board endorse the development <br />of the new Hampton Pointe dropoff recycling center and authorize the Manager and staff to <br />develop and enter into a memorandum of understanding with the appropriate parties regarding <br />the site's operation, maintenance, and the like.. <br />
