The permit was non- <br />specific about when the site must be provided, and the first phase of Hampton Pointe was <br />constructed without the designation of a permanent recycling site. This did not create <br />operational concerns because the County was already operating a dropoff site approximately <br />one mile away on property leased by WalMart at the Hillsborough Commons shopping center. <br />However, when WalMart relocated to Hampton Pointe in 2003, the owner of the Hillsborough <br />Commons shopping center asked the County to remove its recycling dropoff site there, which <br />was accomplished in July 2004. <br />Since late 2003, County staff have been in discussions about a specific location for a recycling <br />site with the Hampton Pointe developers, and more recently, also with representatives of the <br />planned new Home Depot Store there. Staff have recently concluded successful discussions <br />with Hampton Pointe and Home Depot and have developed plans to construct a dropoff site <br />that will be convenient and accessible to citizens and safe and efficient for the County to <br />operate. The accompanying diagram outlines the general configuration of the recycling site, <br />adjacent to the planned Home Depot at the southern end of the Hampton Pointe development. <br />Staff recommends that the Board endorse the construction of the permanent recycling dropoff <br />site and authorize the Manager and staff to develop and enter into a memorandum of <br />agreement with Hampton Pointe/Home Depot that will govern the use of the site and mutual <br />responsibilities for its construction, operation, maintenance, etc. <br />
