D R A F T <br />2 <br />Randy also noted the plan will be revised on an ongoing basis through the process, as information is gathered. 56 <br />Karen Lincoln reminded the members that the results of the Survey conducted through the CPT and circulated 57 <br />throughout Orange County is available on the website at: 58 <br />http://www.co.orange.nc.us/planning/PDFs/transportation/CTP%20Survey%20Results/Survey%20Response%20Set.pdf 59 <br />Karen Lincoln suggested inviting Sarah Lee from NCDOT to give an overview of the CTP to update new members 60 <br />before the public meeting. 61 <br /> 62 <br />VI. Draft 2011-2020 Transportation Improvement Plan (TIP) 63 64 <br />Karen Lincoln updated the members on the one on one meeting between Metropolitan Planning Organization (MPO), 65 <br />Board of Transportation member, and NCDOT. She noted NCDOT has undergone a reorganization of its 66 <br />departments and how they function and report. The Board of Transportation has been given new direction and it has 67 <br />created The Strategic Planning Office of Transportation (SPOT) which is involved with the TIP process and how 68 <br />projects are selected for funding. The Draft State TIP (STIP) highway projects came out of the SPOT prioritization. 69 <br />Criteria for other modes was not yet developed for other modes. She noted the handout of a PowerPoint from the 70 <br />Prioritization 2 Listening Session she attended gives the criteria being considered for prioritizing bicycle and 71 <br />pedestrian, public transportation and rail projects. A draft report will be available for review/comment on the NCDOT 72 <br />website sometime in December. 73 <br /> 74 <br />The OUTBoard discussed the process, the problems as they perceive them with getting Orange County projects 75 <br />prioritized in high priorities on the DCHC MPO’s priority list. The members talked about multiple projects within 76 <br />Orange County. Karen Lincoln told the member that she will let the members know when the public meeting for the 77 <br />Draft State TIP will be held so the OUTBoard can present comments. 78 <br /> 79 <br />Karen Lincoln advised that preliminary discussion at the MPO staff level, they are looking for a replacement for the 80 <br />Elizabeth Brady Road Extension project and they don’t necessarily think that I-85 needs to be widened or most of I-81 <br />40, which are huge projects and tend to use all available equity formula funding for the area, at the expense of 82 <br />favored local projects. 83 <br /> 84 <br />Karen also relayed the NCDOT advised the pedestrian bridge project on Orange Grove Road over I-40 was 85 <br />programmed in the existing TIP only for a feasibility study, which has been completed. The project will not be in the 86 <br />2011-2020 TIP, and Orange County should request a new project including the pedestrian bridge and pedestrian 87 <br />access to it in the TIP update process. The new project will then be prioritized in the DCHC MPO priority list and by 88 <br />the SPOT process. She advised when the County has the Safe Routes to School Action Plan recommendations, 89 <br />projects to access the bridge could be included in the priority list request for the TIP update that will start first of the 90 <br />year. 91 <br /> 92 <br />VII. Board Comments/Updates 93 <br /> 94 <br />Mila Vega updated the OUTBoard members on the Triangle Transit progress in developing a Triangle Regional 95 <br />Transit Plan which has a rail component, DOT component, rapid transit, and bus. She explained that there are three 96 <br />corridors that have been selected for more detailed alternatives analysis, two for light rail and one is commuter rail. 97 <br />Reviewed maps. 98 <br /> 99 <br />VIII.
