NCDOT has a 136 <br />formula based on equal share for each area, on population and on the percentage of area miles compared to the 137 <br />number of miles in the state highway network. In addition, in North Carolina has a Highway Trust Fund designated 138 <br />specifically in legislation that assigns funding to a specific list of roads to be upgraded.
