Approved 4/16/08 <br />Karen Lincoln stated that the January 16, 2008 minutes are not completed and <br />will be emailed as soon as they are finished. Sam Lasris asked if the minutes <br />could be available prior to the packet mail-out and if possible emailed to the <br />members for prior review. <br /> <br />Craig Benedict announced that the EDD Bus Tour was this afternoon. He stated <br />that he has handout sheets for anyone interested in seeing the route of the tour. <br /> <br />V. Buckhorn Village Class A Special Use Permit – Planned Development <br /> <br />Craig Benedict presented an overview of the Buckhorn Village Planned <br />Development. He explained the context of the project; where the Planned <br />Development (PD) is and why we have it in a certain section of the county. Prior <br />to Buckhorn reviewed the Economic Development District (EDD). Showed <br />example of Waterstone Planned Development for reference: <br />• Elements of this plan have been here since 1981. <br />• Orange County has the planning jurisdiction for the rural buffer area and <br />the two transition areas. <br />• Started 4th Task Force in the Hillsborough area <br />• Economic Development Districts (EDD) Design Manual adopted 1994 <br />• Amended in April 2001 to handle the Hillsborough Area EDD zone and <br />also addresses some specifics for the I-85/US 70 intersection; Eno <br />Township, Buckhorn, and Hillsborough <br />• Urban Rural Transition Area Task Force developed report that had <br />principles of agreement <br />• Strategic Growth Plan Phase I completed in June 2007 <br />• Beginning Strategic Growth Plan Phase II which will start by locking in the <br />borders based on water and sewer. <br />• Hillsborough and Orange County are consciously making decisions on the <br />remaining undeveloped lands around the perimeter of Hillsborough to <br />determine what will be in the ETJ, what will be in the Urban Transition <br />Areas, and what land use they will be. Informal decisions have been <br />discussed. <br />• Congestion Management Air Quality grant was to try to bring rural areas to <br />a focal point and then transfer them into an urban environment. <br /> <br />Sam Lasris asked if that was a federal grant. Pat Strong answered that it was <br />and that the next call will be in 2009. <br /> <br />Craig Benedict reviewed the Buckhorn area: <br />• Reviewed maps in packet. <br />o Efland village core (314 acres) recommended change to village <br />mixed use land use destination and zoning destination to promote <br />intensification. There is a rail track that goes through there. <br />o Cheeks Commercial Industrial Node primarily undeveloped.
