7
Nancy Baker: DOT would have to redo the whole road. You may be able to get a bridge in place before the whole
project.

Nancy Baker: A girl was hit last year walking to school.

Randy Marshall: The weak point on our pedestrian bridge seems to be travel demand. Look at #32, there are two
schools within one mile of our pedestrian bridge. Two times two is four; however, within two miles, there are many
commercial businesses.

Robert Peterson: We only have 21 days so we need to know how this was ranked.

Karen Lincoln: I was unaware of adding bicycle and pedestrian points until the priority list was presented at the TAC
meeting.

Nancy Baker: You are saying they would not allow us bicycle points so there are no trails or sidewalks.

Karen Lincoln: No I didn’t calculate bicycle points because I considered this as a pedestrian project and didn’t know
at the time that points would be added together for corridors requesting both bicycle and pedestrian facilities. Since
bicycles would use the pedestrian bridge, it makes sense to calculate bicycle points. I can check with the Lead
Planning Agency about submitting a revised criteria sheet.

Sam Lasris: Do we have a bicycle trail from the bridge?

Randy Marshall: How many employees do they have to have to be a major employment center? There are probably
300 employees at those two schools.

Karen Lincoln: The project received points for the two schools.

Nancy Baker: The DOT said we could not get sidewalks along Orange Grove Road until the whole road was redone
because the sidewalks have to be placed behind the ditches or curb.

Karen Lincoln: The schools or the County would have to obtain an agreement with the NCDOT to take responsibility
for maintenance of sidewalks.

Randy Marshall: The schools built sidewalks on their own property.

Randy Marshall: Which comes first the bridge or the sidewalk?

Nancy Baker: The bridge is very high but it’s hard to know what to do first.

Robert Peterson: This has to be part of our comments. You are going to check on this?

Karen Lincoln: Yes. I will check with Ellen at the MPO about the street classifications they are using and the points
for travel demands and connectivity.

Robert Peterson: The highway projects are next.

Jim Ray: What are the first two?

Karen Lincoln: TDM-Travel Demands Management programs that Durham and Chapel Hill have and ITS stands for
Intelligent Transportation Systems.
