Framework for developing goals and objectives <br />Marshall started discussion by stating that transportation matrix provides a guide <br />for the board to look at different areas of transportation and flesh out goals and <br />issues to take into account when considering projects, and provides the basis for <br />making judgments. <br /> <br />Grossman said that he had developed the matrix based on concepts from <br />Wisconsin’s Transportation Plan element. The row titles are the factors to <br />consider for each mode and the purpose of the matrix is to cover all issues <br />related to various elements. <br /> <br />There was some discussion regarding the number of issues and whether or not <br />the board should develop a goal for each. <br /> <br />Gordon stated that there were quite many issues and she didn’t envision the <br />board developing that many goals and objectives but the matrix would be very <br />useful for discussions in forming goals and objectives. <br /> <br />Marshall explained that the matrix outlines things to consider and could organize <br />the board’s thinking with respect to looking at all related issues for every <br />project/issue coming to the OUTboard. The matrix provides a checklist and <br />could provide a way to prioritize projects and issues. <br /> <br />Grossman said that the board should discuss what the steps it should take to fill <br />in the matrix to get a sense of the issues and frame future discussion. <br /> <br />Lasris stated that the board should start discussion about the issues (rows) and <br />what they mean. Marshall suggested that the board discuss two or three of the <br />issues at each future meeting until all had been discussed. <br /> <br />Grossman said that the group should develop a vision of what transportation <br />should look like in Orange County in 20 or 50 years, then develop its <br />framework/goals to support that vision. He noted that the matrix is geared <br />toward getting everyone’s discussion in order to develop that vision. <br /> <br />Lasris said it would be useful to know how the matrix was implemented in <br />Wisconsin. <br /> <br />Marshall reiterated that, in order to keep moving forward in developing a <br />framework to use when making transportation decisions, the board should take at <br />least 45 minutes each meeting to discuss 1 or 2 things listed (in the matrix row <br />headings) and get consensus on some of those issues. He continued that the <br />board can pick which issue(s) to discuss at the next meeting. Information <br />regarding the items can be sent to the board prior to each meeting.
