2
T:\Advisory Boards\Orange Unified Transportation Board\Minutes\2006\OUTBoard Minutes 12-13-06.doc
2
Motion by Terry to send any comments/revisions to staff by January 5, 2007.
Seconded by Baker.
Vote: Unanimous.

VII. Framework for developing goals and objectives
Marshall started discussion by stating that transportation matrix provides a guide
for the board to look at different areas of transportation and flesh out goals and
issues to take into account when considering projects, and provides the basis for
making judgments.

Grossman said that he had developed the matrix based on concepts from
Wisconsin’s Transportation Plan element. The row titles are the factors to
consider for each mode and the purpose of the matrix is to cover all issues
related to various elements.

There was some discussion regarding the number of issues and whether or not
the board should develop a goal for each.

Gordon stated that there were quite many issues and she didn’t envision the
board developing that many goals and objectives but the matrix would be very
useful for discussions in forming goals and objectives.

Marshall explained that the matrix outlines things to consider and could organize
the board’s thinking with respect to looking at all related issues for every
project/issue coming to the OUTboard. The matrix provides a checklist and
could provide a way to prioritize projects and issues.

Grossman said that the board should discuss what the steps it should take to fill
in the matrix to get a sense of the issues and frame future discussion.

Lasris stated that the board should start discussion about the issues (rows) and
what they mean. Marshall suggested that the board discuss two or three of the
issues at each future meeting until all had been discussed.

Grossman said that the group should develop a vision of what transportation
should look like in Orange County in 20 or 50 years, then develop its
framework/goals to support that vision. He noted that the matrix is geared
toward getting everyone’s discussion in order to develop that vision.

Lasris said it would be useful to know how the matrix was implemented in
Wisconsin.

Marshall reiterated that, in order to keep moving forward in developing a
framework to use when making transportation decisions, the board should take at
least 45 minutes each meeting to discuss 1 or 2 things listed (in the matrix row
headings) and get consensus on some of those issues. He continued that the
board can pick which issue(s) to discuss at the next meeting. Information
regarding the items can be sent to the board prior to each meeting.
