ATTACHMENT 4 <br />13 <br />the vehicles on Churton Street, we would recommend a study that would provide this <br />information, <br />The Commission does not support the option for an alignment along the ridge south <br />of the Eno River (Poplar Ridge) that creates no new crossing of the river, That <br />alignment would run along steep slopes adjacent to the river through an existing <br />residential area, and of the three alignments being studied, would have the worst <br />impact on biological and hydrological environments. <br />The Commission questions the need to widen I-40 in Orange County. I-40 through <br />Orange County is relatively congestion free. Congestion becomes noticeable <br />around the US 15-501 interchange in Durham County. <br />NCDOT should install noise walls/barriers or other means to protect residential and <br />other uses located along the corridor. <br />of <br />This project would cross three tributaries of the Eno River, Cates Creek, Stony <br />Creek and Rhodes Creek. Care should be exercised to minimize environmental and <br />water quality degradation during construction and provide culverts with sufficient <br />space for wildlife migration. Additionally, a study from 1992 identified a possible <br />connection between the Duke Forest arid Eno River State Park with a connection in <br />this area (Mount Herman Church Road), This concept has been recently discussed <br />by the County and the Triangle Greenways Council as part of the Triangle <br />Greenprint project, Reservation of a pedestrian crossing linking these two large open <br />space and trail areas would be desirable, <br />The Commission, as previously stated, recommends that NCDOT use best <br />practicable means to reduce noise and protect residential and other uses located <br />along the corridor. <br />R 3438• Hillsborough Western Bypass <br />This proposed roadway, while not imminent in construction, would appear to cut <br />through a portion of the Hillsborough Division of Duke Forest. The Commission <br />wonders about the need for such a road, At the least, it should be re-routed to avoid <br />the Duke Forest and other adjacent lands also in the critical area of the Upper Eno <br />watershed. <br />13 of 3 pages <br />
