"The Transportation Improvement Program contains funding <br />information and schedules for the State Transportation Divisions including Highways, Aviation, <br />Enhancements, Public Transportation, Rail, Bicycle and Pedestrian, and the Governor's Highway <br />Safety Program", and is the major tool for implementation of locally adopted transportation plans, <br />The NC Board of Transportation, in .July 2004, voted to change the program period from even- <br />numbered years to odd-numbered years, with STIP adoption in even-numbered years. The next <br />STIP will be for FY 2007-2013 and the public hearing process has been changed from October- <br />November of 2005 to April -May of 2005. NCDOT, because of the short time frame, suggests that <br />local jurisdictions submit priority lists developed for the 2006-2012 TIP (Attachment 1) plus any new <br />projects that those jurisdictions may wish to add. <br />The process starts with local jurisdictions drafting local transportation priority lists, which are then <br />submitted to the regional transportation planning agencies (Durham-Chapel Hill-Carrboro <br />Metropolitan Planning Organization (DGHC MPO) and Triangle Area Rural Planning Organization <br />(TARPO), The transportation advisory committees (TAC) of each of those agencies then endorse <br />a prioritized list of projects that each submits to NCDOT.
