WHEREAS, these transportation control measures may include projects for improved public transit, high occupancy shared ride services, employer based transportation management plans and flexible work schedules, and other appropriate projects to reduce vehicle miles of travel in air quality impacted areas; and WHEREAS, the eligibility provisions under TEA -21 allow any area designated as non- attainment or maintenance for carbon monoxide, ozone, or fine particulate matter (PM2.5) after December 1, 1997 to be eligible for CMAQ federal funds; and WHEREAS, Orange County, North Carolina was designated as non - attainment for the national eight hour ozone standard on June 15, 2004. NOW, THEREFORE, BE IT RESOLVED that the Triangle Area Rural Planning Organization Rural Transportation Advisory Committee ( TARPO RTAC), through the adoption of this resolution, endorses the Proposed Waterstone Park and Ride Facility and Intra - Hillsborough Transit Route Project that has been developed by Orange County Government as a framework of control measures to reduce vehicle miles of travel, to provide reductions in ozone precursor pollutants, and to consequently contribute to the improvement of air quality in the Greater Research Triangle Region of North Carolina, FURTHERMORE, BE IT RESOLVED, the TARPO RTAC recommends that the North Carolina Board of Transportation and CMAQ Review Committee award to Orange County Government approximately 59.22% of the eligible rurally designated CMAQ fiords as illustrated in the October 20, 2004 and any subsequently revised CMAQ Allocation Tables to the support of this project for each of the seven years authorized carder this allocation. AND FURTHERMORE, BE IT RESOLVED, that in making this recommendation, the TARPO RTAC conveys the Orange County Government's commitment to provide a twenty per cent local match for each year's allocation of these CMAQ grant funds.
