WHEREAS, these transportation control measures may include projects for improved <br />public transit, high occupancy shared ride services, employer based transportation <br />management plans and flexible work schedules, and other appropriate projects to reduce <br />vehicle miles of travel in air quality impacted areas; and <br />WHEREAS, the eligibility provisions under TEA -21 allow any area designated as non- <br />attainment or maintenance for carbon monoxide, ozone, or fine particulate matter <br />(PM2.5) after December 1, 1997 to be eligible for CMAQ federal funds; and <br />WHEREAS, Orange County, North Carolina was designated as non - attainment for the <br />national eight hour ozone standard on June 15, 2004. <br />NOW, THEREFORE, BE IT RESOLVED that the Triangle Area Rural Planning <br />Organization Rural Transportation Advisory Committee ( TARPO RTAC), through the <br />adoption of this resolution, endorses the Proposed Waterstone Park and Ride Facility and <br />Intra - Hillsborough Transit Route Project that has been developed by Orange County <br />Government as a framework of control measures to reduce vehicle miles of travel, to <br />provide reductions in ozone precursor pollutants, and to consequently contribute to the <br />improvement of air quality in the Greater Research Triangle Region of North Carolina, <br />FURTHERMORE, BE IT RESOLVED, the TARPO RTAC recommends that the <br />North Carolina Board of Transportation and CMAQ Review Committee award to Orange <br />County Government approximately 59.22% of the eligible rurally designated CMAQ <br />fiords as illustrated in the October 20, 2004 and any subsequently revised CMAQ <br />Allocation Tables to the support of this project for each of the seven years authorized <br />carder this allocation. <br />AND FURTHERMORE, BE IT RESOLVED, that in making this recommendation, the <br />TARPO RTAC conveys the Orange County Government's commitment to provide a <br />twenty per cent local match for each year's allocation of these CMAQ grant funds. <br />LA <br />Adopted this � Day of .January 2005. <br />Attest <br />
