This document details the housing needs of very low income, low income and moderate
income families and special population groups, in addition to outlining the strategies and plans
for addressing those needs. FY 2018-2019 will be the fourth year of the 5-year Plan.

Each year, local communities are required to reassess the needs of the community. Public
hearings provide an opportunity for the public, public agencies and other interested parties to
provide input as it relates to the Consolidated Plan and updates of the proposed Annual Action
Plans. The public is also asked to comment each year on the proposed uses of the annual
HOME allocations. Public hearings were held by the Board of Commissioners on December
4, 2017 and April 3, 2018 to receive resident input and comments regarding the proposed
Annual Action Plan and uses of FY2018-2019 Program Year Funds. Furthermore, a 30-day
written public comment period was provided from March 29 - April 30, 2018. Notices were
placed in The Herald-Sun, News of Orange and La Noticia.
