He said there are cash flow <br />constrictions at beginning of the year, and non-County reimbursements cause problems with <br />fronting costs. He resumed the PowerPoint presentation: <br /> <br />Fund Balance Continued <br /> Current BOCC policy limits OCS unassigned fund balance to 3% of General <br /> Fund Budget. <br />o Approximately $1.1M <br /> Request BOCC consider aligning OCS’ limit with CHCCS – 5.5% <br />o Cash flow constrictions at beginning of year <br />• Large annual payments of Insurances, Software Licensing, etc. <br />o Non-County reimbursements delayed <br />• Federal Government delays/shutdowns require OCS to front money for <br />personnel costs (approx. $250K/month) <br /> <br />Looking Ahead <br /> Rewrite and redesign Student Code of Conduct to include Restorative Practices <br /> Continue implementation of K-5 Literacy Framework <br /> Continue to implement Bond Projects including a focus on safety and security <br /> Student reassignment for optimization of facilities <br /> Continue to implement creative strategies to recruit teachers of color in order to diversify <br />our workforce <br /> <br />QUESTIONS? <br /> <br />Commissioner Marcoplos asked if the “fines and forfeitures” could be explained. <br />Rhonda Rath, OCS Chief Financial Officer, said these refer to DUI charges that are <br />funneled back through to the school systems.
