Mayor.loe Phelps <br />November 12, 2004 <br />Page 2 <br />However, our financial resources are limited, and continued efforts to protect water quality <br />require greater partnership between the County and Hillsborough, The Board of County <br />Commissioners especially wishes to bring to the Town's attention our success working with OWASA <br />to purchase conservation easements that protect the water supply for its customers, This is a way in <br />which OWASA directly participates in protecting its own water supply, and at the same time brings a <br />measure of equity to those who are not able to benefit from this public resource even as they help to <br />maintain it, <br />Currently, the County is embarked upon a comprehensive land use plan update that includes <br />new watershed initiatives to create a sustainable system for the future, New watershed rules in the <br />Neuse basin, which includes the Upper Eno and the West Fork reservoir, have been implemented, <br />Additional measures will soon be recommended by the Upper Neuse River Basin Association <br />(UNRRA), consistent with the County's Land Use Element update, <br />We would like to discuss with Hillsborough the possibility of strengthening our efforts to protect <br />the Town's water supply.
