Date:April 26, 2018 <br />To: Craig Benedict, Orange County Planning Director <br />From: Todd LoFrese, Assistant Superintendent for Support Services <br />Re: SAPFOTAC Draft Annual Report Comments <br />On April 25, 2018 administration presented the draft SAPFOTAC annual report to the Board at a <br />scheduled Board of Education meeting. As requested, Board members shared their thoughts and <br />feedback with respect to the draft report. A summary of that feedback is contained below. <br />x The Board of Education has approved and requested County financial support for a <br />comprehensive solution to our older facilities’ significant needs. Recommendations <br />across all of the older schools include increased capacity as part of the needed <br />renovations. If all of the recommendations are funded and completed, the need for <br />Elementary #12 and a high school expansion could be delayed significantly; well beyond <br />our 10 year planning window. This would also delay the significant operational expenses <br />with opening new schools and help preserve the few remaining school sites. The Chapel <br />Hill High School project is scheduled to commence in June, however our remaining <br />projects are unfunded. The Board requests additional capital funding to address phase <br />two projects as identified in our CIP. <br />x Class size legislation will have a profound effect on elementary level school capacity and <br />could result in the need for additional elementary level classroom space beginning in <br />August 2020. If the class size legislation remains unchanged and projections come to <br />fruition, SAPFO calls for a new elementary school in 2021. We recommend revising the <br />projections sheets to include the future decreased capacity. <br />I have attached additional information related to the aforementioned feedback. Please note our <br />capacity calculations (attached) highlight the loss of 660 elementary school seats commencing in <br />2021. Overlaying that onto the SAPFO projection spreadsheet (attached) highlights the need for <br />a new school in 2021. In order for additional capacity be completed by 2021, funding for either <br />phase two projects or another elementary school needs to be identified in the next 6 months. As <br />you know we only have two potential elementary sites left in the district (Carolina North and the <br />Greene Tract). <br />Please let me know if you have any questions.
