<br />FSA is requesting an increase of 2.25 FTE Navigators for FY 2018-19 to be able to recruit new <br />45 families into the program. MHAT was a small mission-aligned <br />organization based in zone 4. In 2016, MHAT merged with Freedom House Recovery Center <br />(located in Chapel Hill), which hosted the navigators for two years, and the Health <br />Department is now proposing to host the navigators at OCIM, which is physically located in <br />the zone and more deeply connected at the grassroots level. The proposed budget for FY <br />2018-19 is $213,601 for 3.75 FTE with benefits. <br />• Zone 6: Empowerment, Inc. has been the host agency in zone 6 since FY 2015-16. The <br />original contract was for 2 navigators at 0.5 FTE each (without benefits), and the proposed <br />budget for FY 2018-19 is $238,724 for 4.5 FTE with benefits. This budget is in addition to a <br />$28,000 in-kind contribution from Empowerment, Inc. to support the program. <br />The attached agreements are for a one-year period and will cover all necessary salary, benefits, <br />training, supplies, mileage, space, and supervision. All navigators earn in excess of the <br />projected FY 2018-19 Living Wage of $14.25. <br /> <br />FINANCIAL IMPACT: The total agreements cost for a one year period is $452,325. Funding for <br />the agreements is included in the Manager’s Recommended FY 2018-19 Health Department <br />budget. FSA has applied for outside grant resources to enhance the supervisory capacity to <br />support the requested FTE increase. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br />to this item: <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br />ethnic background; age; military service; disability; and familial, residential or economic <br />status. <br /> <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br /> <br /> <br />2
