Ow
l! r
preliminary estimates for water and sewer. Strom asked if OWASA could be asked to look at
this again and whether there is flexibility. Stancil noted that soil borings could be conducted
on portions of the site, after we have a sense of where the buildings and structures would be
located. Also, a cultural and archeological survey is being conducted and will be available
after first of the year to further look at areas worthy of preserving.
Stancil noted that `Part I - Detailed Site Information' report is intended to highlight the main
points regarding the different components of the property, to give members an opportunity to
think about the different components. Following that, Kimberly Siran would present site
analysis mapping to explore what this all means from the standpoint of site design. This is
part II of the report - building on the map and the information discussed in terms of
infrastructure and will be brought back next time based on feedback of this meeting. Stancil
reviewed the background and overall site basic setting; the surrounding land uses; the
proposed educational campus area; the proposed Chapel Hill Township Park; and the area
designated "Potential School Site, Pending Further Study." Siran then described the general
characteristics of the property as well as the topography and soils information provided in
the report. For Part II of the report, she presented an overlay based on all the physical
information compiled from the site such as soils mapping, vegetation patterns and other
factors - analyzing the land for its natural characteristics. This site analysis yielded several
areas or "pods" of potential activity. Stancil noted that one could consider these pods
development envelopes, using the analytical techniques of the property overlaying all of
these different components. These reveal the most easily useable portions of the site. Staff
proposed that the Work Group come back at the next meeting to pick up with this topic again
and begin talking about what observations related to the site analysis and implications.
The proposed schedule of future meetings through May of 2003 was distributed favoring the
second Thursdays with November 14th being the next meeting and no meeting in January.
After discussion, a starting time of 5:30 was agreed to, as it was noted that the group needs
two hours of meeting time to accomplish goals and that some folks need to be at a second
meeting. The next meeting was noted to be held at Homestead Community Center, and a
map should be sent with the agenda packet. Possible field trips were briefly discussed, with
the most likely candidate Veterans Park/School Campus in Wilmington, with polling to occur
on when in November members would be available (and when staff at that site could be
present). Staff was asked to investigate other school park examples. The meeting
adjourned at 7:30p.m.
