The meeting summary of September
30, 2002 was approved unanimously with Bill Strom making motion to approve the meeting
summary, seconded by Doris Murrell. Members reviewed the work group ground rules and
adopted them unanimously. Members shared their initial site observations of the site visits
(see details "Initial Site Observations "). In summary these items were noted as requiring
more research:
More info on powerline (access, electromagnetic)
New aerials of site enlarged for future meetings
➢ Geological issues (rock) to be addressed as the design proceeds
➢ Need to engage OWASA on different utility configurations - how does it affect
water /sewer. Is there flexibility in standards on placement of gravity sewer lines
along streams (offset).
➢ Consider opportunities to de- emphasize the road
David Stancil noted that staff has done a lot of what is involved in looking at the external
factors in the staff report "Challenges and Opportunities ". I At the next meeting it is planned
to continue the discussion, to begin to think about the implications of soils, topography and
other features — to share those before beginning to look at menus of different potential
park/recreation activities or school uses. This will also allow the group to begin to assess
exactly what external factors in terms of infrastructure are going to impact the site. Irony of
some of the information is that one needs to know enough about what will be designed in
order to efficiently research further detailed information (example, geological samples).
Work group must try to strike that balance over the next couple of months. Strom noted the
need to converse with OWASA to get a sense of utility configurations /advantages of building
locations — a find out now what approach is best. Stancil reported that staff met with
OWASA in the development of the pre- concept plan and indicated these lines as their
