Meeting Summary - October 29, 2002 <br />Members Present: Margaret Brown, Alice Gordon, Wendy Bryan, Jay Bryan, Gloria Faley, <br />Delores Simpson, Judson Edeburn, Johnny Randall, Bill Strom, Doris Murrell, Robb English, <br />Judy Margolis, Renee Price, Kory Wilmot, Terri Tyson, Matthew Barton, Kathy Kaufman, <br />Nick Didow, Patrick Sullivan, Jeanette Moore. <br />Members Absent: Joe Herzenberg, Elizabeth Brown, John Herrera. <br />Staff Present: David Stancil, Lori Taft, Steve Scroggs, Bill Mullin, Kimberly Siran, Tina <br />Moon, Carol Rosemond, Craig Benedict, John Link, Gwen Harvey. <br />Commissioners Alice Gordon and Margaret Brown called the meeting to order and asked <br />everyone to introduce themselves to the new county Recreation & Parks Director Lori Taft. <br />Commissioner Brown called for changes to the agenda. The meeting summary of September <br />30, 2002 was approved unanimously with Bill Strom making motion to approve the meeting <br />summary, seconded by Doris Murrell. Members reviewed the work group ground rules and <br />adopted them unanimously. Members shared their initial site observations of the site visits <br />(see details "Initial Site Observations "). In summary these items were noted as requiring <br />more research: <br />More info on powerline (access, electromagnetic) <br />New aerials of site enlarged for future meetings <br />➢ Geological issues (rock) to be addressed as the design proceeds <br />➢ Need to engage OWASA on different utility configurations - how does it affect <br />water /sewer. Is there flexibility in standards on placement of gravity sewer lines <br />along streams (offset). <br />➢ Consider opportunities to de- emphasize the road <br />David Stancil noted that staff has done a lot of what is involved in looking at the external <br />factors in the staff report "Challenges and Opportunities ". I At the next meeting it is planned <br />to continue the discussion, to begin to think about the implications of soils, topography and <br />other features — to share those before beginning to look at menus of different potential <br />park/recreation activities or school uses. This will also allow the group to begin to assess <br />exactly what external factors in terms of infrastructure are going to impact the site. Irony of <br />some of the information is that one needs to know enough about what will be designed in <br />order to efficiently research further detailed information (example, geological samples). <br />Work group must try to strike that balance over the next couple of months. Strom noted the <br />need to converse with OWASA to get a sense of utility configurations /advantages of building <br />locations — a find out now what approach is best. Stancil reported that staff met with <br />OWASA in the development of the pre- concept plan and indicated these lines as their <br />
