Orange Water and Sewer Authority <br />Water and Sewer Reimbursement Regulation <br />Page 4 <br />~9 <br />For projects not competitively bid the cost basis for reimburse- <br />ment shall not exceed the average unit cost for comparable work <br />based upon the previous six months average of cost quoted in the <br />Bid Reporter. <br />Eligibility of all costs are to be approved by the Chief Engi-° <br />peer. <br />E. Documentation of Expenses: <br />In order to process the applicant/developer's application for <br />reimbursement the following items must be submitted to the Au- <br />thority: <br />1) Copies of bids from at least three (3} contractors for the <br />work reimbursement is requested on <br />2) Copies of all contractor's invoices paid by the <br />applicant/developer which indicate the cost associated with the <br />line extensions. <br />3) A waiver certifying that all payments to suppliers and con- <br />tractors have been made and that there are no liens on the water <br />and sewer system. <br />4) Applicable documents associated with the acceptance of the <br />water and/or sewer system by the Authority as detailed in the <br />Procedure for Approval of Water and/or Sewer Extension Projects. <br />F. Notification of Eligibility: <br />The Authority shall advise the developer whether a project is <br />eligible for reimbursement. It shall be the responsibility of <br />the applicant, developer, etc. to initiate and pursue the final- <br />izing of the reimbursement agreement within one year after <br />completion of the project. <br />Reimbursements due a developer will be paid by the Authority <br />quarterly unless such amount is less than $5D0 in which the <br />amount will be carried forward to the next quarter. If no con- <br />nection fees are collected for attachments to the <br />applicant/developer's .lines during the reimbursement period, <br />there will be no payment. <br />
