Stancil noted that staff have interviewed several candidates for the
Agricultural Economic Development Specialist position and may extend an offer
this week. The interview panel consisted of Dianne Reid, Economic
Development Director, Fletcher Barber, Cooperative Extension Director, Royce
Harden, Cooperative Extension, Russ Seibert from Maple View Farm and Dave
Stancil. Funded for a two -year period, the position is intended to serve as an
advocate for local growers, to help establish markets for agricultural products
and to provide business planning for farmers.
c. 2001 Parks, Recreation and Open Space Bond
Stancil reviewed the bond language and projects. The November 6, 2001 ballot
includes $20,000,000 for parks and open space bond, $27,000,000 for school
facilities, $4,000,000 for affordable housing, and $4,000,000 for senior centers.
Stancil explained the list of projects decided by the board, after a lot of lobbying
by the towns. Much of the debate revolved around equity issues. What role
should the County play in funding town projects? Town citizens pay county, taxes
and would like to see a significant portion of bonds funds appropriated for town
projects. A bond education committee is beginning to work on preparing
education materials. Ideas about ways to promote farmland protection such as
linking to watershed protection and the Lands Legacy program were discussed.
ITEM #7: INFORMATIONAL ITEMS
ITEM #6: ADJOURNMENT
The meeting adjourned at 9:15 p.m.
Draft September 19, 2001
