Jacobs asked the APB to focus on a plan for an Agricultural Center that he could use
to present at a work session in late August or early September. Mandell suggested
that the APB members get all information ready including budget needs for the
mentioned capital improvements plan. Members discussed that there was a
previous proposal done about fifteen years ago and asked to see that information.
Kleese suggested inviting Fletcher Barber to the next meeting with the possibility that
he could recall information about the first agricultural center proposal. Members
agreed to have a concrete proposal late August/early September.
Stancil reviewed the following previously planned priorities:
➢ Plans for September 19 -20 Orange County Agricultural and Heritage Festival
➢ Agricultural Priority Area Designation recommendations (September)
➢ Proposed Revisions to Voluntary farmland Preservation program ordinance
➢ Proposed Agricultural Resource Center (as per discussions)
➢ Lands Legacy Annual Action Plan 2004 -05, farmland preservation objectives
(Sept/Oct.)
➢ Agricultural Element of the Comprehensive Plan
➢ Public outreach programs
➢ Program to address approved but unsigned VA Districts
➢ Agricultural economic development initiatives
Members discussed the Agricultural Preservation Element memo language changes
to strike the word preservation and change the subject to include the desire to have a
Agricultural Element included in the Comprehensive Land Use Plan.
Members discussed the Historic Preservation Commission Element and wanted
copies sent to them.
Members discussed the Public Outreach idea of possibly meeting with the
Cattlemen's Association this fall. Mandell suggested meeting with 4 -H program
children or Junior Livestock group. Members agreed it is important to have booth at
Farm Festival to address outreach on the school children day. Members want to
decide in August on a schedule of volunteering for staffing the booth at the Festival
and preparing presentation materials to use at the Festival.
Stancil reviewed the board's discussion that the August agenda would include
Agricultural Center discussions and Farm Festival activities. Ranells asked to have
the developing agricultural priority areas maps on the fall agenda. Ranells stated
that the conflict of tonight's meetings was atrocious and that someone needs to
coordinate all agriculture calendars. It was noted that the APB calendar is scheduled
in January for the entire year and that the other meeting was scheduled by someone
else on the same evening as the APB regularly meets. Stancil agreed to talk to
Cooperative Extension Service about coordinating calendars. Recor added that
there was a master calendar to the Orange County farms website.
Kleese summarized that urgent priorities are:
➢ Agricultural Center proposal,
Draft
-3-
