There are numerous events which could be scheduled for <br />the facility which would not only make it,economically <br />self- sustaining, but would also generate'more dollars <br />spent in Orange County by guests and participants. (See <br />Attachment D, compiled by Recreation and Parks <br />Department, Agricultural Extension Service and 'local <br />agriculture and horticulture teachers.) <br />V. It a deal for a <br />makes great of sense to plan now <br />facility that could provide -a safe firing range for all <br />law enforcement agencies in Orange County. (See <br />Attachments E. F. G and H.) A central locations for <br />u <br />rural fire departments to train could be achieved easily <br />by adding a tower and burn house for firefigher <br />training. It would serve as a great civil defense <br />facility. <br />VI. It is a "given" that any site and any and all buildings <br />would belong forever to Orange County and would not be <br />subject to any transfer. A Board of Directors with <br />representation from the County Board of Commissions <br />would serve as a governing structure. (See Attachment <br />I.) <br />VII. The Chairman of the Feasibility Study Committee proposes <br />that an increase in the property tax of 1 cent for one <br />year be considered as a possible funding source for the <br />site and necessary buildings. The Chairman of this <br />committee further recommends that should some benefactor <br />come forward with a gift of land that could possibly <br />serve 'as a site for this multipurpose facility, the <br />Orange County Board of Commissioners should consider <br />naming this facility in honor of this patron. <br />The estimated cost for the candA (ca. 40 acres), <br />buildings and equipment iecessary to operate such a <br />facility is approximately $340,000. The Orange County <br />Livestock Market Association would also need to raise <br />capital of $200,000 to operate the market and meet the <br />requirements of the Federal Livestock Marketing Act.
