Page 6 <br />The idea of keeping open space for agriculture purposes <br />once a farm is partially developed was discussed. The Rural <br />Character Study was discussed in relation to larger farms <br />having areas that could be developed without impact the <br />farm. Discussion of the rural character study included why <br />and how it was done. <br />C. Voluntary Agricultural Districts <br />With another potential VAD applicant on the horizon, the <br />APB discussed the need to fine -tune the application form. <br />Concerns were raised regarding the use of the word "non- <br />farm" in the second paragraph of the agreement. We're <br />asking them to give up development rights, but we don't <br />want to take away agricultural use such as a 4 -H camp, FFA <br />fishing rodeo, or similar uses that some people might <br />consider non -farm. Strayhorn noted that a cellular tower <br />lease could provide money for a farm family to survive but <br />neighbors might call it a non -farm use. If a cellular tower is <br />allowed by other ordinances, they shouldn't be prohibited by <br />this document. The APB discussed the potential for different <br />interpretations of the agreement by different departments, as <br />well as the pros and cons of a laundry-list of permitted uses <br />approach versus an intentionally vague definition. <br />ITEM #7: INFORMATIONAL ITEMS <br />a.
