M <br />Formal Comment submitted to the Comprehensive Planning Land Use <br />Committee by the Agriculture Preservations Board, January 9, 2003. <br />Prime farmland is an irreplaceable physical, cultural, and economic asset in . <br />Orange County. The Board of Commissioners have recognized that farmland <br />preservation is a key concern in Orange County and has appointed the <br />Agricultural Preservation Board to ensure that the vitality of farming and <br />agricultural activities continue to make Orange County a unique and desirable <br />county for all inhabitants. <br />The Agricultural Preservation Board recommends the following tools to help <br />preserve farmland for future farmers and the economic viability of the County: <br />1. Increase incentives to form agricultural districts <br />2. Continue to purchase conservation easements <br />3. Develop transfer of development rights program <br />4. Require disclosure statement on all deeds and land records management <br />systems of pre- existing farm uses on all types of farms participating in one of <br />these programs. <br />5. Encourage local marketing of locally produced agricultural products <br />6. Direct development, especially large developments, away from agricultural <br />areas. <br />
