12 <br />ADDRESSING ORANGE COUNTY'S GROWTH MANAGEMENT <br />CHALLENGES <br />I. At the CPLUC meeting on August 19, the following basic overarching goals for a new <br />Land Use Element of the Comprehensive Plan were presented by staff in a PowerPoint <br />presentation: <br />1. Minimize Sprawl <br />2. Protect (and maximize) Open Space <br />3. Protect Watersheds <br />There are other objectives that are intertwined within these goal areas. This report <br />responds to a set of growth management tools identified by the CPLUC to address <br />those goals and proposes a Planning staff strategy for the new plan. <br />Background <br />Discussions by the CPLUC over the last six, months have focused on the 13 growth <br />management challenges listed in Table 1. On November 20, the CPLUC identified the following tools for additional discussion <br />and consideration: <br />1. Density Reduction (through rezoning) <br />2. Encouraging Mixed Use Development <br />3. Enterprise Zones <br />4. Overlay District (zoning) <br />5. Partnerships (Intergovernmental Coordination) <br />6. Transfer of Development Rights <br />7. Urban Growth Boundary/Service Boundary <br />8. Watershed Management Plan <br />
