3 <br />ITEM #5: ITEMS FOR DECISION <br />a. Voluntary Farmland Preservation Program Ordinance (VFPPO) <br />Proposed Revisions <br />Staff prepared a draft of changes to the VFPPO from APB members' comments and revisions <br />and distributed to the board. Members discussed the revisions and gave input on the following <br />areas: <br />• Notification (Article XI.A.1, Article XIV): include all districts now, can revisit later if a lot <br />of farms join the program. <br />• Clarification of District and Participating Farms definitions (Article IV): agreeable as <br />written. <br />• Clarification of farm size to be part of farm grouping (Article VI.B.); (Continue to Use the <br />Tax Use Value system criteria for qualifying farms.) The district shall contain a <br />minimum of twenty contiguous acres of qualifying farmland or group of farms. Qualified <br />farms can join an existing district as long as the properties are contiguous. <br />• Waiver of Water and Sewer Assessments (Article XIII.B); Note - we can only address <br />area effected by Orange County's water and sewer system. Consider engaging the <br />BOCC to encourage other water and sewer providers to recognize Voluntary <br />Agricultural Districts. <br />• Posting of notice Article XIV.B: drop specificity of items such as pesticides and replace <br />with outcomes that are.agricultural or forestry practices that are recognized as good <br />standard practices by state and local ordinances, rather than describe activities. <br />MOTION: Warren motioned to adopt VFPPO as amended and forward to County Attorney for . <br />comments. Seconded by Morrow and Mandell. <br />VOTE: Unanimously approved. <br />Members discussed the expected turn around time for attorney review of the draft VFPPO' <br />revisions. Stancil reminded members to come prepared for annual chair and vice chair <br />elections at the next meeting.
