The program <br />has received 37 applications comprising 5,411 <br />acres. <br />While Kane County is under assault from <br />growth pressures radiating out from the Chicago <br />region, its community planning efforts, coupled <br />with zoning, may have given it a fighting chance <br />to survive with agriculture intact. <br />In 1984 the county downzoned its agricul- <br />tural area - in the county's western half - to 1:40; <br />and takes planning seriously, McCoy said. <br />"We've taken our role in county government <br />to be regional planning... sometimes we butt <br />heads with municipalities, but that's a good <br />thing." <br />The county plan calls:for a greenbelt running <br />lengthwise through the county, dividing it east <br />from west. It's eastern portion contains most of <br />its 404,000 people, and is adjacent to Cook and <br />DuPage Counties. Towns include Elgin, Geneva <br />and Batavia. The Fox River runs along the <br />eastern edge through the towns. <br />"We want to maintain a greenbelt on the <br />western edge," McCoy said. "We don't want the <br />growth to go beyond us." <br />That growth has included nearly 35,000 <br />residential building permits from 1990 to 2000, <br />90 percent of those issued in the county's 28 <br />municipalities. <br />Leading PDR programs in study profiled <br />Alvin Sokolow, public policy specialist at the <br />University of California, and Anita Zurbrugg of <br />AFT's Center for Agriculture in the Environ- <br />ment, gave an update on a study that is underway <br />of 45 local and state farmland preservation <br />programs. <br />The session, "When are Easements Effec- <br />tive?" highlighted some programs examined in <br />the context of planning and zoning and other <br />aspects that will affect a program's ultimate <br />success.
