�i <br />0 <br />far miand preservation <br />ort Covering the policies, practices and initiatives <br />that save farmland and open space <br />Since 1990 • Deborah Bowers Editor <br />Diverse group attends two -day event <br />PACIFIC GROVE, CA - About 316 people <br />attended a conference sponsored by the Ameri- <br />can Farmland Trust, March 10 - 12, at the <br />Asilomar Conference Grounds nestled among the <br />dunes at the tip of the Monterey Peninsula. <br />Attendees included not only program admin- <br />istrators and professionals involved in farmland <br />preservation, but elected officials and farmers and <br />ranchers. <br />Attendees had more than 30 workshops to <br />choose from during the two and half day event, <br />MARYLAND AT 25 -YEAR MARK <br />as well as a number of keynote and plenary <br />sessions in rustic style lodges and halls scattered <br />throughout the wooded 107 -acre campus oper- <br />ated by California State Parks. <br />Keynote speakers included former Deputy <br />Secretary of Agriculture and Californian Richard <br />Rominger, who gave an account of problems <br />facing. His list included a <br />budget crisis that threatens the continuation of <br />reimbursements to counties for tax breaks to <br />Continued on page 3 <br />Buy -back, escape clauses vary by state <br />ANNAPOLIS, MD - Two Maryland lawmakers <br />submitted and then withdrew legislation that <br />would have allowed counties to opt out of <br />current regulations that allow landowners to buy <br />back development rights that were sold 25 years <br />ago to the Maryland Agricultural Lands Preser- <br />vation Foundation. <br />Under BB 826, counties would have been <br />authorized to negotiate with landowners to delete <br />a provision in MALPF easements that allows <br />landowners'to seek permission to buy back <br />development rights if the easement was settled at <br />least 25 years ago. <br />Under current law, landowners have to <br />convince their local governing body that their <br />land can no longer be farmed profitably.
