02 <br />Members discussed the following suggestions for CPLUC statement: <br />➢ Preservation of farmland by Designated Agricultural Zones <br />➢ Recognize that in some areas, agriculture is the best land use — <br />Agricultural Priority Areas based on soils and watersheds <br />➢ Encourage Planning to work with ERCD and farming agencies to identify <br />agricultural priority areas <br />➢ Increase opportunities for value added businesses <br />➢ Encourage a right to farm mentality <br />➢ Those areas that are designated as agriculture to have lower density <br />➢ Approach agricultural preservation within the context of making farming <br />profitable <br />➢ Training /preserve farmers as viable opportunity <br />➢ Preserving farmland <br />➢ Involve the APB in the process of designating areas as Agricultural <br />Priority Areas <br />Members decided to review the matrix of ideas to identify those key elements <br />that fall into the context of the CPLUC and revise their previous comments for <br />recommendation at the next meeting for a formal vote. <br />Of the 40 items included in the list of strategies (matrix) the following were <br />identified for land use element recommendation: <br />#1 Develop Preservation Strategies that focus on profit & survival <br />#3 Construct a value added marketing facility <br />#8 Obtain funding for PDR and for Land Link Program <br />#9 Develop farm preservation programs and farm training programs — <br />agricultural resources center accessible to farming community <br />#12 raise the Agriculture profile <br />#14 Include Agricultural Priority Areas as identified by APB <br />#27 Build Agricultural Resource center (high priority) <br />Ranells suggested including goals time lines in what we put forward. <br />Kleese mapped out draft statement: <br />Agricultural Preservation has a social, economic and historic contribution to our <br />county. We want to see it preserved. The main ways we think the CPLUC can <br />deal with this is by designating agricultural priority areas, which would come <br />from a recommendation from the APB. Once these areas are established we <br />want to see agricultural preserved in these areas by positive economic <br />incentives including the following things: <br />➢ TDRs / PDRs <br />➢ Supporting infrastructure <br />➢ Conservation Easements <br />➢ Agricultural Districts <br />➢ Land Link Program <br />➢ Agricultural Resource Center —value added facility <br />➢ Alternative Business Models for land <br />➢ Estate Planning Support <br />DRAFT <br />
