11 <br />ORANGE COUNTY <br />ENVIRONMENT AND RESOURCE CONSERVATION DEPARTMENT <br />MEMORANDUM <br />To: Agricultural Preservation Board <br />From: David Stancil, Environment and Resource Conservation Director <br />Date: September 21, 2000 <br />Re: Lands Legacy — Annual Action Plan 2001 -2002 <br />At your October and November meetings, the APB will be asked to discuss any <br />projects you would like to recommend to the County Commissioners for inclusion <br />in the Annual Action Plan for Lands Legacy for the upcoming 2001 -2002 fiscal <br />year (July 1, 2001 -June 30, 2002). A draft Annual Action Plan will be presented <br />to the Board at their annual retreat in mid - December. <br />Attached is the adopted process for developing the Annual Action Plan, as well as <br />the current 2000 -2001 Interim Action Plan. As you can see, each relevant <br />advisory board will be making recommendations on projects for land acquisition, <br />if any. These may include fee - simple acquisitions, conservation easement or <br />other alternative acquisition methods). These recommended projects from each <br />board will be compiled into a draft Annual Action Plan for the Commissioners. <br />At your October meeting, please think about any land acquisitions for famrland <br />preservation you would like to recommend. You may wish to look at your <br />adopted criteria for evaluating prime famrland (also attached). Feel free to <br />identify projects that may offer multiple preservation goals (a farm as part of a <br />larger park setting, for example). We will attempt to keep you abreast of what <br />other advisory boards are considering in November. <br />The following ideas have been previously suggested (please do not limit your <br />discussion to these topics — these are provided only as a starting point): <br />• Complete initial pilot project easement <br />• Acquire a second conservation easement <br />• Look at a combined farmland /cultural area acquisition <br />Please feel free to call (245 -2590) if you have any questions. <br />cc: Rich Shaw, Land Conservation Manager <br />
