Update on pilot project agricultural conservation easement
Stancil reported good news — Soil & Water District Board (S &WDB) received a positive answer
to their long- standing liability concerns regarding easements. The county's liability policy will
cover the S &WDB for this purpose. Therefore the S &WDB can hold conservation easements
and agricultural easements with an agreement between the county and S &WDB that defines the
responsibility and actions of each entity. An item in the LLP Action plan is to develop a pilot
project conservation easement, in particular in the Cane Creek Watershed area and to work with
OWASA and S &WD. Sever4l farms in the area have been identified as possible candidates for
this pilot project. The farmland grant is due by December 1St, and our goal is to have Orange
County, OWASA, and the Farmland Preservation Trust Fund buy a conservation easement to be
held by S &WDB.
e. Resignation of Chair
Stancil reported the resignation of Chair Matheny due to time restraints with teaching duties.
Stancil reported that the chair appointment is due in September and encouraged the APB to
consider chair election at the next meeting.
Stancil noted that the APB needs to consider what farmland easements and other farmland
preservation priorities they would like to see included in the LLP action plan recommendations
for the fiscal year 2001 -2002.
ITEM #7: ADJOURNMENT
Chair reminded that the next meeting to be September 20th. Meeting adjourned at
approximately 9:00 p.m.
DRAFT MINUTES 4
