r77 �J 'J 1 D. Addition and Withdrawal 2 3 1. Qualifying farmland in a region with an existing district shall be added to the district 4 as herein provided. 5 6 2. In the event that one or more participants in the District withdraw and the acreage in 7 the District becomes less than the minimum acreage required or results in the 8 remaining land being noncontiguous, a voluntary agricultural district will continue 9 to exist so long as there is one qualifying farm. 10 11 ARTICLE VII 12 CERTIFICATION AND QUALIFICATION OF FARMLAND 13 14 Requirements 15 16 To secure county certification as qualifying farmland, a farm must: 17 18 1. Be participating in the farm present- use -value taxation program established by 19 N.C.G.S. §105 -277.2 through §105- 277.7, or is otherwise determined by the county 20 to meet all the qualifications of this program set forth in G.S. 105 -277.3 ; 21 22 2. Be certified by the Natural Resources Conservation Service of the United States 23 Department of Agriculture as being a farm on which at least two- thirds of the land is 24 composed of soils that: 25 26 a. Are best suited for providing food, seed, fiber, forage, timber, forestry 27 products, horticultural crops and oil seed crops; 28 29 b. Have good soil qualities; 30 31 C. Are favorable for all major crops common to the county where the land is 32 located; 33 34 d. Have a favorable growing season; and 35 36 e. Receive the available moisture needed to produce high yields for an average 37 of eight out of ten years; 38 39 OR 40 41 Have been actively used in agricultural, horticultural or forestry operations as 42 defined by N.C.G.S. §105 -277.2 (1,2,3) during each of the five previous years, 43 measured from the date on which the determination must be made as to whether the 44 land in question qualifies; 6
