Attachment #2 ; i <br />Orange County <br />Environment and Resource Conservation Department <br />MEMORANDUM <br />To: <br />Agricultural Preservation Board <br />From: <br />Tina Moon, Land Use /Preservation Planner <br />Date: <br />August 3, 2004 <br />Subject: <br />Walters Voluntary Agricultural District Application <br />Copies: <br />David Stancil, ERC Director <br />In May, Carl and Elizabeth Walters submitted an application for participation in the <br />County's Voluntary Agricultural District (VAD) Program. The Walters currently have <br />three tracts of their farm in the VAD program. The additional 173 acres of the parcel in <br />question, with increase the acreage in their existing district to almost 378 acres. The <br />attached map shows the location of this new tract along with the three tracts currently <br />enrolled in the VAD program. <br />Section V. of the Orange County Voluntary Farmland Preservation Program Ordinance <br />(VFPPO) outlines the required application procedure. Once staff reviews the application <br />for completeness, it is forwarded to the tax assessor and Natural Resources <br />Conservation Service to ensure that the property meets specific criteria. <br />Staff has received the attached memorandum certifying the Walter property as farmland, <br />eligible to participate in the VAD program. The next step in the process is for the <br />Agricultural Preservation Board (APB) to consider the application based on the Tax <br />Assessor and Conservation Service findings. Per the VFPPO, the APB reviews the <br />materials and decides whether or not to prepare a recommendation to the Board of <br />County Commissioners regarding the establishment of a voluntary agricultural district. <br />The APB Chair will then notify the applicant of the Board's recommendation. <br />Please review the attached supporting materials and VFPPO, and be prepared to <br />consider this application for VAD status. Should the Agricultural Preservation Board <br />decide to recommend that the Walter property be designated as part of their existing <br />VAD, ERCD staff will prepare the appropriate agenda materials for the BOCC. <br />
