What is truly striking is the level of support for this program. Seventy -eight percent (78 %) of voters <br />approve of payments to farmers that are made as an adjustment to low market prices. Another 88% <br />of voters approve of payments to farmers that are made as a result of drought or flood. <br />• Two - thirds (66 %) of the American electorate believes that farm subsidies should be extended to <br />new farmers as well, even if it would result in lower payments to those already in the system. Only <br />23% of voters believe the subsidy should go only to farmers already in the system. <br />Voters in the Central Plains and South Central regions are more likely to say the program should be <br />extended to new farmers, while voters in the South are less likely to feel as strongly on the issue. <br />• But American voters feel that these subsidy payments also come with some responsibility on the <br />part of farmers. Seventy -five percent (75 %) of American voters think that these payments should <br />require farmers to practice conservation.
