7 <br /> <br />Chair Dorosin asked if these easements affect the tax value of the land. <br />David Stancil said typically not, because these lands are usually already in the use <br />value program. He said if conservation easements were acquired on taxable land, then the <br />value of the land may be affected. <br /> Travis Myren resumed the presentation: <br /> <br />• Continuation Projects <br />Project Description/Justification: Funding of $1,250,000 in prior years is included for <br />architectural/engineering costs. The construction, equipment/furnishings, and other <br />professional services costs are included in FY 2017-18 through FY 2019-20. This project <br />includes a preliminary construction estimate for a facility capacity to house 144 detainees. The <br />facility will be designed for expansion capability, if needed, up to approximately 250 detainees. <br />The architect will conduct a staffing and operating cost analysis for different detention facility <br />configurations as part of the Board’s review of the schematic design of the facility. The County <br />has conducted a master planning and site feasibility study on several potential sites including <br />the existing Jail site, the site adjacent to the Justice Facility in downtown Hillsborough, and <br />other sites around Hillsborough proximate to the justice facility. Results of this study were <br />presented to the Board in January, 2018, and a site off of Highway 70 near Hillsborough was <br />chosen as the location for a potential Northern County Campus that would include the <br />Detention Center, Environment and Agriculture Center, and Parks Operation Base. Should the <br />Board of Orange County Commissioners authorize the development this campus, a revised <br />combined project will be presented to the Board consisting of the three primary uses. <br /> <br />Northern County Campus Property (map) <br />• 21 acres <br />• Due Diligence <br />o Environmental Site Assessment <br />o Cultural & Archaeological Assessment <br />o Soils and Geotechnical Analysis <br />o Hydrology Analysis; Wetlands Delineation <br />o Schematic Land Planning <br />• Land use designations approved in March 2018 <br />• Property acquisition in April 2018 - $394,050 <br /> <br />FY2018-23 Recommended Capital Investment Plan <br />Continuation Projects <br />• Northern County Campus Development Plan – pages 157, 32, and 57 <br />o Merge three individual projects into integrated campus development plan <br /> EAC Building <br /> Detention Center: $12,500,000 million (page 32) <br /> Parks Operation Base <br />o Reallocation of Project Funds – No new cost to the CIP <br />o Timing Changes – EAC delayed, Parks Operations Advanced <br /> <br />Orange County Northern Campus Concept (drawing) <br /> <br />Commissioner McKee asked if staff could identify the additional costs that would be <br />incurred if only the detention center was built. He said he has an issue with prioritization, and <br />can support the purchase of the land, but feels that budget constraints should play a part in <br />prioritizing what is built.
